Plans are organised by how many sites you protect. The starter tier covers one site, mid tiers cover a larger number, and agency tiers are sized for managing many client accounts under a single login. Pricing is based on site count rather than a share of your ad spend, so scaling a campaign does not scale the bill. Current figures are on the pricing page.
