Insurance Click Fraud: Why Quote Forms Attract Bots

Insurance click fraud is paid traffic that reaches your quote pages from bots, click farms or repeat clickers who will never buy a policy. It is harder to spot than most click fraud because a fake visitor can complete a quote form, so the waste shows up as a lead rather than a bounce. You pay for the click, your team works the lead, and nothing is ever written.
Why Quote Forms Draw Fake Traffic
A phone call takes a person, a working number and a few minutes of conversation. A form takes a script a few seconds. That difference decides where fake traffic lands in an insurance account.
Most insurance campaigns send the click straight to a short quote form. Google Ads records the click and, if you track it, the form submission. What it cannot tell you is whether the details typed into that form belong to anyone. A bot that can find the name, phone and zip fields can produce something that looks like a lead, and your conversion count goes up while your written premium does not.
The result is a reporting problem as much as a cost problem. If form fills count as conversions, Smart Bidding treats those fake submissions as success and goes looking for more traffic like them.
What Insurance Click Fraud Looks Like in Your Data
No single signal proves fraud. Several showing up together, week after week, is the point to dig in.
- Quote requests that never connect. Numbers that ring out, belong to someone else, or fail validation.
- Repeat submissions. The same name, email pattern or address arriving several times from different clicks.
- Odd hours. Batches of quote requests overnight when real shoppers in your market are asleep.
- Locations you do not write. Clicks and forms from states where you are not licensed or areas outside your targeting.
- Conversions up, bound policies flat. The clearest sign that the platform and your agency management system are counting different things.
Some of this is not fraud at all. Comparison shoppers fill in several forms and never answer. Your own staff test the form. Rule those out before you start excluding sources, and see our guide to competitors clicking your ads for the signals that look bad but usually are not.
Insurance Click Fraud Is Not Insurance Fraud
The two get mixed up. Insurance fraud is someone deceiving an insurer to collect money they are not owed, and it is handled by claims and special investigations teams. Insurance click fraud is aimed at your ad budget. The person behind it is not trying to get a policy or a payout. They are generating paid clicks or junk leads.
That matters because the fixes are different. Your claims team cannot recover a wasted click. The tools here are campaign settings, conversion tracking, IP exclusions and Google's invalid traffic process.
What Google Already Filters
Google filters invalid traffic with automated systems and a manual review team, and you are not charged for invalid traffic detected before billing. You can see how much it removed by adding the "Invalid clicks" column: Columns, then Modify columns, then search for it.
Invalid activity Google finds after billing is credited back as a billing adjustment labelled "Invalid activity", usually in the next billing cycle, under Billing, then Summary. If you think Google missed something, the Click Quality Form lets you request a review of activity from the past 60 days. Include your customer ID, the dates, campaigns and keywords, plus server logs with IP addresses and GCLIDs. Google will not confirm which specific clicks it judged invalid. Our piece on Google invalid click refunds walks through it.
What that filter does not do is stop a form from counting as a lead. Traffic that looks normal enough to be billed is the part you have to handle yourself.
How to Exclude Bad Sources in Google Ads
Once a source is confirmed, exclude it so your ads stop showing to it.
- Campaign level. Campaigns, select the campaign, Settings, Additional settings, IP exclusions. Up to 500 addresses per campaign. An asterisk can replace the last digits to exclude a block, for example 123.45.67.*.
- Account level. Campaign-level IP exclusions are not available for video, hotel, app, Performance Max and Smart Display campaigns. Account-level IP exclusions apply to all campaigns in the account, including Performance Max, so that is the list to use if quote volume runs through Performance Max.
Keep entries specific. Offices, campuses and mobile carriers put many real shoppers behind one address. Date every entry and note why it went in. The Google Ads IP exclusions guide and the IP exclusion limit page cover how to manage a full list.
Make the Quote Form Harder to Fake
Exclusions deal with sources you have already found. The form itself can raise the cost of faking a lead.
- Validate phone numbers and email addresses before the submission counts.
- Count a conversion when a quote is worked or a policy is bound, not when the form is submitted, and import those outcomes back into Google Ads.
- Check form completion time. A real person does not finish a quote in two seconds.
- Compare click counts against quote requests your agency management system actually received each week.
The conversion change does the most. When Google Ads only sees outcomes that a fake visitor cannot produce, it stops buying traffic that only fills forms.
What Automation Changes
Doing this by hand means pulling IP addresses from server logs, deciding which ones are fraud, and adding them to the right lists every week, which tends to stop the moment renewal season starts. Automated click fraud protection checks each paid click as it lands, flags bots, click farms and repeat clickers, and writes confirmed sources into your exclusion lists, including the account-level list that covers Performance Max. It cannot stop the very first click from a source it has never seen, and it cannot guarantee a refund from Google.

Frequently Asked Questions
Why do bots target insurance quote forms?
Because a form can be completed in seconds with no live conversation, and the advertiser still pays for the click. A form fill also looks like a lead, so the waste can hide in your conversion numbers for months.
Can I exclude IP addresses from Performance Max insurance campaigns?
Yes, at account level. Campaign-level IP exclusions are not available in Performance Max, but account-level IP exclusions apply to every campaign in the account, Performance Max included.
Will Google refund fake insurance leads?
Google credits clicks it judges invalid, either before billing or as a later "Invalid activity" adjustment. It does not refund leads your team judged junk. For traffic you think it missed, the Click Quality Form covers the past 60 days.
How do I know if my insurance leads are fake?
Check whether the contact details connect, whether the same details repeat, when the forms arrive, and whether conversions in Google Ads match quotes worked in your own system. A wide, steady gap is the strongest sign.
Is insurance click fraud the same as insurance fraud?
No. Insurance fraud targets an insurer's payouts. Insurance click fraud targets your ad budget with fake clicks and junk leads, and it is handled with campaign settings, exclusions and Google's invalid traffic process.
