Does Google refund law firms for fraudulent clicks?

Google issues automatic credits for clicks its systems flag as invalid, and those credits appear in your account without you filing anything. The catch is that Google does not disclose how it decides what counts as invalid. You cannot see which clicks were flagged or what share of bad traffic got through, so there is no way to audit the result or fill the gap.
